How to organize a correct and convenient file storage library at home?

When storing books or any information, questions arise that I would like to solve.
At the same time, conflicting questions arise. There are, for example, programming languages, all classical programming languages and what is connected with them (C, C ++, Assembler, Delphi, Pascal, Java) are stored there. There are programming languages for the Internet: Perl, PHP, JS, etc. And there are technologies or devices (telephones, computers) that use these languages. And sometimes you don’t know where to put a certain book for storage. To make the theme of the book more consistent with the theme of the storage folder. I give all the names of the folders in English so that you can find the one you need in the file manager by pressing the initial letters (this does not work with Russian characters). There was an idea to sort all books by ISBN, but not all publications have this identifier. For example, Uncle Vasya's lectures do not have any ISBN.
Maybe somehow you can make cross-references from file to file, from folder to folder, while not duplicating files and not increasing the size of the file storage?
For the sim that is described above and described, I would like to listen to other people's advice on what data storage concepts it uses. Moreover, it is documentary data.
After all, speaking of software, various programs can be more clearly structured and scattered across directories: OS, System, Multimedia, Graphic, Network, etc.
The operating system MS Windows 7 Professional is used.
