2. mailing was made according to the promotion, the mailing was carried out through esputnik.com, the number of complaints about spam according to their information is minimal, the letter itself is in the form of a picture with a link to the site with the form
3. from the hatzner comes a letter with a spam abuse and a link to the form "Spamvertised web site"
how can this be dealt with? let's say I delete the page with the form, but how else can I organize data collection?

The problem is not in the form, but in whether you validate the address when subscribing and how you arrange it. At a minimum, Confirmed opt-in technology should be used, i.e. after entering the address, a letter should be sent to the specified address, with a link by which you can unsubscribe. It is better to use double opt-in, i.e. Send an email with a link to verify your address.
In the letters sent out, there must also be information about who and why they were sent and a link to unsubscribe.

At the same time, you can still receive a certain number of abuses, but you must be ready to give out information that such and such a recipient from such and such an IP has expressed a desire to receive mailings in such and such a way, about which such and such a confirmation was sent to him (or that he confirmed the subscription then).
