How to organize a collection of photos?

Has a collection of photos. 60GB - about 20,000 pieces. Scattered somehow. There is no order. You cleaned up all possible duplicates.
Requires a sorting tool.
1. Split all photos by dates / year / month / event (event - the original name of the folder, then manually rename it). The breakdown should take place automatically, by means of the program.
2. Feature "best photo" or something similar to remove similar photos.
Z.Y. Tried Picasa. It sorts, but it cannot do it automatically. And I have too many folders. And there is no "best photo" function.

I use Lightroom for this purpose.
