You can negotiate not with the tenants, but for example with an employee of the provider (not with the provider , but with an individual - that's what's important!) to let him into the attic and allow him to install equipment there. Of course, no one will bear any responsibility for the safety and work of it, and in which case the same employee will easily cut it off. These are the risks you will bear :)
