How to order a Payoneer card by courier?

2 times I ordered delivery to a PO box (I live in a rented apartment, registered in another city). Both times the card did not arrive. Details indicated correctly, it seems. Their website is very uninformative and crooked (it stupidly throws me out of the FAQ), I want to know if it is possible to somehow order courier delivery? Or delivery by registered (valuable) mail? Because the post office tells me that ordinary letters rarely reach.
And one more thing - they seemed to have Russian-speaking representatives, I met them on some forums for a long time. Can you tell me where to find them? I will also ask what should I do in my situation. There is another option to order to my sister's address, but she is in another city and I'm not sure that it is possible to arrange delivery in someone else's name, given that I need a card in my name.
