How to optimize the work of 1s server?

There is a desktop machine with 1 bases. Bases with the same configuration "accounting 3.0 basic". i5 4460, 480gb ssd, 24gb ram.
There are almost 100 bases. There is no financial opportunity to change the configuration. Launched constantly from 10 to 20 instances of 1s with different databases. Each database has no more than 1 user. Memory free 0% permanently. Windows server 2012. File bases.
It seems to describe everything.
