How to optimize a site for PageSpeed ​​Insights?

I periodically check sites through Google PageSpeed ​​Insights and get very low speed indicators: 50-70.
Along with these indicators, I receive a lot of recommendations to optimize, incl. what I can't optimize (all sorts of plugin files, etc. - what should I do? Wordpress includes them in a large number).
Many images can already be optimized with tinypng, but the guidelines still apply to these files.
I will add right away that many (even non-developers) rely on this data and urge them to optimize it.
PS Many people write that they do 100/100 sites - tell me how to achieve this, if this does not apply to SIMPLE STATIC layout, where I can get "green" anyway.

100 out of 100 is difficult to achieve.
But you can follow the rules that are written here and you will most likely rise to the green.
