I can offer only a crutch option. There is a display fusion program to control two monitors on win. She has a hotkey to transfer the window of any program from one monitor to another. (Ctrl+Win+X). You can write a script and run it at startup, which will execute these commands + launch the browser with the desired url and flip the window. Or write a program that will transfer the window from one monitor to another. I can't tell you about the implementation.
In normal Windows 7, you can move windows between screens with win+left/right. So as an option, try sending button press events in some script.
