How to open the file manager in Drupal in the admin panel?

There is Drupal 7. Need something like phpmf inside it.
To go to the admin panel, and there was access to files, as it happens in wordpress https://ru.wordpress.org/plugins/file-manager/
I found something like this, but somehow it doesn’t start at all https://www. drupal.org/project/elfinder
(And if you have such a thing - tell me what you need to do to at least open it?)
There is only a login / password to the Drupal7 site admin panel. Is there a way to put phpfm.php in there ?
