Press Alt + Ctrl + F1 - you will be taken to the console, to the stage of entering a login name / password.
The BIOS has nothing to do with the console/OS. And no, it first works out the BIOS (pulling all the computer hardware), then the execution is transferred to the OS, which has a console.
You don't need to log into the file system. Once in the console, you can do anything with the file system, and with the files / directories on it.
The simplest one is to launch (if installed) Midnight Commander with the command mc. And it's getting used to...
In the brain of the administrator(s). If there is no access there, then "crack" the password: either through rescue mode, or by booting from USB / CD.

Before the bios, you can't. Before loading OS - it is possible, in rescue mode. You can also reset your password there.

And now for the technique.
The BIOS is reset either by removing the battery (if any) or by a special jumper on the mother. True, it is not a fact that this jumper will reset the password :)
You can reset the password of any account by booting into rescue mode. To do this, while the bootloader is displayed, press something other than the input and read what is written on the screen (the devil knows what kind of bootloader you have there). There will probably be written how to edit the kernel boot line. Usually, single or emergency is added at the end, after which the system boots in simplified mode.
And there already change it as you like - through passwd or directly enter the hash into /etc/shadow pretty much the same)

Before entering the BIOS password, you will not start anything on the computer.
But resetting this password is easy. Enough to google how it's done. Unless, of course, there is physical access to the giblets of the computer.
