How to open/save csv files in uft-8 format?

Hello! There is a file saved in utf-8 encoding, which excel is not friendly with by default (if I open it directly, I get krakozyabry instead of Russian letters). In order for the file to be edited - I open it through the insertion of data - from the text. Now I can save the file after editing only with comma separators, but this option does not suit me, because. I have a lot of commas in my text and I use the delimiter (~) so that the lines break correctly. Question: How can this be done?

Do you need Excel? Try Libre Office, much more convenient.
Saves in the desired encoding of your choice and with any delimiter.
It also opens without problems.

1. saving to csv
Despite the item specified as " csv(separated by commas) ", the separator will be the character specified in the regional settings of the computer as the separator of the list items.
In standard Russian regional settings, this is a semicolon .
2. UTF8 encoding
Saved a CSV file from Excel, converted a text file to UTF8. Double click to open in Excel. There is no Krakozyabr. Russian and English text are perfectly readable.
Works in windows7\office 2007 and above.
(I just don’t have any versions below: D)
Specify the version of office and the OS that you are using.
