How to open ports 465 and 110 on a client computer?

Hello!
We submit reports to the tax, FIU, etc. after 1s. To connect, the host name and ports 465 and 110 are used. The host itself pings, but we cannot get access to these ports via telnet. From another computer on the same subnet everything works fine. Antivirus, firewall, etc. turned everything off. Doesn't help.

two tips
1) remove the antivirus (shutdown often does not work)
2) turn on the BM and set up the rules
and then check with telnet
