Agree with @begemot_sun . But I will add. At one time, you could select This Window and click on the Don't ask me again checkbox. To ask again -- File->Settings->General->Project Opening.

Since version 8.0, the settings are here: File->Settings->System Settings-> Project Opening group -> "Open project in new window" or "Confirm window to project in"
