How to open MS Access database (.mdb, .mdw)?

Good day!
There is a program that writes information to the database (.mdb). I'm trying to open a database using MS Access (2007) and I get a message - "There are no permissions to use the object - . The necessary permissions must be granted by the system administrator or the user who created the object." There are several .mdb files in the database folder and there is a SYSTEM.mdw file. As I understand it, this is a workgroup file that contains groups and users who are allowed to work with the database. The file is almost identical to the default one.
PS:
0. The program is installed from a user with admin rights. I'm trying to open as the same user.
1. I also tried to create my own (default) .mdw file and run it through the command line, specifying my own workgroup file - to no avail.
