How to open links to local files from chrome (In firefox they open correctly, in chrome we get an error notification)?

The client wants a web application that can work with links to local files.
For example:

In firefox, these links open correctly (in the desired local application, here in OneNote).
In chrome we get a notification:

How can I bypass it?
As a last resort, you can create an application on Electron.
But ideally - wants a web application from a browser.
Maybe this is allowed through the browser security settings? Permission for chrome plugins?
