How to open dat database?

Having a database with .dat format, if I open it with an editor, it shows Standard Jet DB at the top
If I open it with Microsoft Access, it shows scribbles
Found this but did not understand what it means
You could try this approach.
Open the file in Access, saved it as an Access DB. Point the ODBC at that file, pointed my tool at that MDB data source, built my definition, deleted the mdb file repointed my ODBC data source to the dat file (as data source) and it started to
work

Explain... Microsoft Access shows doodle... File.exe does a search
Standard Jet DBencrypted to only use File.exe.

Rename *.dat to *.mdb and open in Access.
