How to open a text file in a browser instead of downloading it?

I'm not sure what tags to put. The question is.
I want to place a PGP key in my folder for statics. Usually, as I see on other sites, this link file, when clicked, simply opens in a separate window as a text file (and there is no txt extension there). So I put the file in a folder with statics, but when I go through this route, the browser downloads this file, and does not open it. How to open text in browser?
