How to open a tax report?

A tax report was sent to SBIS. When you try to open, the source code of the XML file is opened.
The document contains tags in Cyrillic like:

<SvReceived PrizeReceivedUP="1">

I tried to open it with Excel, but it didn't work. Mistake. Using notepad outputs the same source code. How then can you open the document so that it is displayed in its normal form?
