How to open a .ROM file?

True, there is a contradiction: either BIOS version 0307 is needed, then li 1004 I
downloaded the file from the link - it should contain a list of compatible processors. But the file has a .ROM extension.
To open it, I found "DriverPack Solution 12+", which supposedly "installs drivers for free and solves problems with any devices." How to open ROM?

The list of compatible processors is in the table at the top of the page.
