How to open a port in win10?

Good day.
Win10. sknt provider. Router MikroTic
I wanted to run a cs1.6 server at home to play with friends.
I can't open port 27015. I
created an inbound rule in the win firewall.
Tried to turn it off via console.
I did port forwarding on the router.

Tried to connect directly to the computer.
Scanners show that all ports are closed.

- Do you have an external address? (also known as white, etc.) can be either session or fixed. but in this case, you would probably know by the fact that it is for an additional fee
- if external (white) - you are in the provider's support. although you are in any case in the support of the provider, if you can not determine for yourself. they will just say yes or no and how much it will cost . or they may say that it is not possible

Tried to connect directly to the computer.
First you need to understand what a port is, and what it means to open a port.
A port is simply a numeric identifier for a packet.
If the computer to which the packet is addressed has a program that accepts packets with this identifier (listens on the port) and there are no firewall rules blocking such packets, the port is considered open.
If one of these conditions is not met - no one is listening to the port or the firewall is blocking, then the port is closed.
This is for direct connections.
And if you need to connect from the Internet, then you definitely need a white address (otherwise there is nowhere to connect) and port forwarding on the router.

White, static.
On the computer, the gateway is the address of the router.
The ISP has this port open.
Through udp did not help.

You need to open with UDP protocol, also add in Windows firewall permission for incoming traffic to 27015 UDP
