To open a port, you need to start the server that listens on this port. The second task will be to provide traffic routing between the client and the server. If we are talking about the fact that on a computer with windows 7 there should be a server listening for incoming connections from the Internet - NAT should be smoked, see the link in the answer above.
You have a gray IP address, you cannot be accessed from the Internet.
Port forwarding won't help.
Ask your provider to give you a white address.
Or rent a server with a white address and create a VPN tunnel.
First, turn on the firewall! open the port in it, also install the program that listens to this port!
