How to open a DNG file in Photoshop CC?

When Photoshop CC version 19.1.4 opens a DNG file, it tries to open it in Camera Raw version 10.3, and Photoshop with an open Camera Raw profile closes without an error message. What could be the problem?

In Preferences > Camera Raw, disable Use Graphics Processor
