How to open a django project on local machine?

Guys please help me! there was an urgent problem, I can get a job, but for this I need to make changes to the project on python django.
the problem is that I don’t understand django and python at all, they threw off the project and told me to open it locally and test it on my computer, there, in general, the entire project folder with the manage.py file
question: how to open this project on a computer? both python and django are already installed, but I don’t really understand what’s next, through the command line I go to the folder and call python manage.py runserver but errors fly out and the server does not turn around! I don’t want to ask a potential employer so that I don’t think that I’m stupid (
in general, who can, explain where to put the folder in general with this project and how to start it?

In your case, I would start with the official django guide and make a blog on this guide, at least there would be causal relationships.
Further, you will most likely realize that there are not enough packages to launch and request a list from a "potential employer".
It may be more convenient to use pycharm to start the project.
