How to notify customers about a discount on a product that is in the basket?

Good afternoon, gentlemen!
I tried to find in Google a solution that interests me to notify users by e-mail that a product that they added to the cart but did not buy is now on sale.
Tell me who knows about some plugins (paid \ free) or perhaps a link to a resource that describes such moments as they can be implemented. I would be glad for any advice, all the best! :)

I don’t know about your question, but there is a reminder of a forgotten basket, there are such plugins. Search by key abandoned cart. If you dig into its code, then I think you can add your functionality.
