How to network all this?

Good afternoon, your help is required, because. I myself am a complete zero in this :)
What is:
1. a TP-link router that distributes the Internet
2. A laptop on Windows that receives Wi-Fi from the router
3. A PC with ubuntu 18.04 that is connected to the router with a cable
What I want to get as a result:
What if the PC acted as a local VPS, where I can upload projects for running in, etc. To conditionally show the current project at 192.168.0.2 , access to all this was via Wi-Fi from a laptop / phone
I would be very grateful if you tell me what to do or what to read and put it all together.

It is not clear from your question what you mean by "showed the current project" - where to show, in what form, what software do you want to use to view the project, what is the project, etc.?
