How to navigate to a blank WordPress page?

Good afternoon, the question in the title turned out to be somewhat chaotic, and, most likely, not entirely accurate. The point is the following. There are several product items on the page, these items can be added to the cart (the data is recorded in LocalStorage). And there is a link by which you need to get to another page, which should include a header, footer and, in fact, a dynamically created block with data from LocalStorage, i.e. list of products that have been selected. So, how to open (if I'm moving in that direction at all) an empty page with a header and footer? I know how to upload data from localStorage to it, but it’s not clear to me how exactly to create such a separate page. The code is somehow very chaotically written about this, I didn’t understand much))

create a new page, but do not write anything to the content, call it checkout for persuasiveness
