How to move SOFT-WHITELISTING / SOFT-BLACKLISTING from 20-debian_defaults to separate files?

ubuntu 12.04
postfix+devocot+amavis
the list of domains with manual scores in 20-debian_defaults is wanted in separate files (positive scores, negative scores in different places). Without sql databases. In two separate files.
As in the old versions of amavisa, where the entire config is one sheet - it does not work.
