What is difficult in transferring a site to a hosting? Upload the whole site via ftp. Create a database on hosting. Import tables. Change database access. Change the URLs to a valid domain.

You don't need a site transfer plugin. But if you want to migrate your site using a plugin, then Duplicator || Updraft Plus Backup

And this is a completely different question. Do you need to transfer the site or do you want to develop a site on a CMS, and upload statics to the server?
In this case, GatsbyJS or Jekyll will probably work for you. In the context of WP, read this - https://www.gatsbyjs.org/docs/sourcing-from-wordpress/

Gatsby is a framework written in React. It is a static site generator with which you can create full-fledged web applications.

Upload your site template to the elementor, upload your site template to the hosting. Pre-installs WP and Elementor on the hosting.

press ctrl-s in the browser, then clean up the bumps with your hands.
Well, or get some site downloader from the file dumps of the early 200s.
