How to monitor local network traffic by users?

Hello.
There is a local network 100M, organizations of 20-25 computers and a central server (Server 2008) with the distribution of shared resources (shared disk, 1C file, etc.).
Some user apparently starts actively downloading data (files, etc.) from the shared disk, I realized this by the network connection being 100% busy in the task manager at that moment, because of this, the shared disk starts to slow down for other users.
Question: are there any software tools for monitoring local traffic by users (or by MACs or by their IPs) on the central server, in order to track who starts to "eat" so much and squander the local network?
I tried Tmeter, 10Strike, networx - but it's not.

What's wrong with the built-in resource monitor? As I understand it, you need to find out who is downloading the most at the moment. There is such functionality -
For example -
sort by the "Received" tab on the "Processes with network activity" tab.
We put a tick in front of the process that generates the most traffic.
Then, in the "Network activity" section, we also sort by traffic and see the desired address.
