How can I monitor the power on and operation of the device offline.
That is, the PC can seem to be disconnected from the network, but continue to work.
It is important to monitor the state of the system while it is on, and upload data when the network appears.

You can put zabbix-proxy on a host that can go offline. The proxy will keep the information until the connection is restored, after which it will transfer it to the monitoring server.

Any monitoring tool keeps logs and allows you to view summary statistics. Nagios, for example, does exactly that.

Logs can also be sent by mail with a script: as the network appeared, so the sending began.
