How to monitor incoming/outgoing traffic?

I tried to raise a local proxy HandyCache - a bug on a bug and require money for https. Analogues - those that I found date back to 2007 and now probably do not work.
Are there any alternatives?
Requirements: monitor/selective blocking of traffic, preferably the ability to connect certain addresses to a remote proxy.

I found an unexpected solution - TCPView software, which is offered on Technet . It does not redirect to a remote proxy, but it seems to monitor all outgoing traffic, and not just the specified port. Allows you to terminate the connection/prohibit access to the specified path. Weighs less than 300kb.
