How to monitor applications\services\resources of Windows server 2008 r2?

There are several servers on windows server 2008r2. We need a monitoring system that would check the status of services through WMI and, in which case, could restart them or simply display them in monitoring. There is no desire to install Linux and virtual machines (for example, for Zabbix). iron power is strictly limited

Have a look at Total Network Monitor. I do not know through what it works, but for all other requirements it fits.
