How to mirror traffic using Windows?
On a computer with windows 7, data is processed on port 7777 tcp. You need to send a copy of these packets to another computer to process them, while the original traffic should continue to be processed

I suspect that there is no such possibility using Windows tools. You need a network driver and control software for traffic mirroring. Perhaps some sniffers have similar functionality, and then, as a rule, all traffic is redirected, and not from a specific port.
