How to minimize the time spent on the front-end?
I started learning web programming to implement my own idea, so I'm learning both the front and the back end. Since I don't like the front, the question arose, are there tools for quickly creating the client side of the site? (except for bootstrap and the rest.)

You don't want to use Bootstrap for nothing. An ideal tool for programmers who don't want to bother with the frontend.
Nowadays, without a normal front, not a single idea is needed, look for a friend of some if you personally have such a dislike. But in general - most of the backend frameworks have some template engines with them, you can use them, although your capabilities will be limited in this case.
