How to migrate a website to Drupal?

It doesn't work, I'm going crazy. I did not think that I would have a problem with the transfer of the finished site.

I do this: I

download all the files
I dump the database
I upload the files to a new hosting I
restore the database I register the
necessary passwords in the sites/default/settings.php config
I go to the site, I see a message saying that the site is under maintenance, ok!
I log in, turn off the service - I see an empty site and a standard theme.
I can turn on the theme in the settings, ok, it turned out, but there is no content anyway.

Why? How to be?

{system} contains relative paths.
If there are difficulties with manual transfer, maybe you should try ready-made solutions ?

If I'm not mistaken, he prescribes some paths in system *. Plus, clean the cache_* tables.
