How to manage multiple multimedia stations?

Hello! I ask for advice in solving one problem.
There are 12 nettops with Windows 7 installed, each connected to a monitor. All are connected to a 100 Mbps wired network. There is a task of centralized management of all stations.
It is required to play both one video clip on all monitors simultaneously, and different video clips on a group of monitors and on each separately, depending on the situation. The content is supposed to be stored and played from a separate server on the network.
So far, I have only come up with the installation of a VLC player on all nettops with the possibility of remote control. Streaming, most likely, will not work, since you need to play FullHD video, and the network is unlikely to pull.
What is the best way to accomplish this task? Perhaps there is some kind of specialized software?

You can use ace stream instead of vlc, if it goes and also video to all stations, then the network will pull. But I don’t know how to solve a separate stream for each station.
PS If you find a special program for such purposes, write also interesting.
