How to manage DPT?

Do I understand correctly, if we take, suppose, a low-power dpt (4-6) V and apply direct current to its contacts without a PWM directly, then it will spin at maximum speed or so, and the PWM is needed only to control the speed?
I know about drivers and so on, I'm just interested in such a stupid question ...
