What if I wrote a jar, uploaded it to mavencentral and I want people to somehow find out how cool and useful it is.

Here the question is no longer about Java, but rather about the popularization of this or that material (be it a library for Java or something else).
In this case, we can recommend that you write articles, reviews and tutorials on targeted sites. For developers, sites such as Habr, Medium are well suited. You can also upload a video on youtube with a demo or tutorial of your library. Of course, the materials should be provided in two language versions - in English and in Russian.
It is also very useful to upload its sources (if it is an open source) to all git repositories (github, gitlab, bitbucket) and also write README.md in as much detail as possible so that people can easily find the sources of your lib on the Internet.
