How to make XAMPP digest Cyrillic links?

I have a Wordpress site with many pages with Cyrillic permalinks. Initially, the site was made on an open server and everything worked as it should, but I had to switch to XAMPP, because I bought a poppy ... And everything was covered. All links that were Cyrillic do not work. And even if you replace it with transliterated ones, nothing changes. Pages are not saved, for some reason new ones cannot be created either. At the same time, WordPress itself works.
Created another clean website on vp. Everything works - though Cyrillic characters in links do not digest, but at least pages with Latin links work. (The same site on the open server works fine if that).
The essence of the question - how can I make this project work on a poppy?
