How to make windows open (after starting programs) in the background for windows7?

Greetings.
I often have to launch programs that either take a few seconds to load or open multiple console windows during startup. Accordingly, all this opens on top of the active window and makes it very difficult to work.
Is there a way to force the system (win7 64 Ultimate) to open all windows in the background? At least by clicking on the file, at least by clicking on the shortcut, at least by launching it from the console. Those. just run as usual, with the opening of the window, but so that this window does not overlap the active one.
I will be glad for any help.

for IE There is an item "Window size" in the Properties of the launch shortcut. Put there "Collapsed in icon" and you will be happy.
