How to make Windows 7 see the mouse correctly?

I have been using Windows 7 for a long time, but recently I ran into a strange problem that I was not able to solve on my own.
The fact is that on the computer of one of my friends (who asked me to deal with the problem), where Windows 7 is installed, the USB mouse is no longer detected.
The system was quite cluttered, and I, without solving the problem with the help of a search, decided to demolish it.
I installed a clean OS from the disk, but the problem remained at the same level.
Sincerely hope you can help me solve this problem.
And now a few facts about the problem:
1) We are talking about a laptop, but a blackout (there was a recommendation to pull out the battery and hold down the on button) did not help.
2) The mouse is working as it works on other devices.
3) Other mice also do not work on this laptop.
4) USB ports seem to work, as flash drives open.
5) In the device manager, the mouse is not detected in any way when connected to USB 3.0 and is defined as Unknow Device (in USB devices) when connected to USB 2.0.
6) There is no exclamation mark next to the Unknow Device inscription, and in the column "Device Status" it says "Drivers for this device are not installed."
7) BIOS settings were reset to default - that didn't help either.
8) If you set the USB 3.0 forced ban in the BIOS, then the problem persists, but an exclamation mark appears near the Unknow Device.
9) No, if you request information about the equipment, then there is no ID by which you could google the driver. Instead of ID, Unknow Device is also written.
10) There are no other devices with an exclamation mark in the manager, and I already reinstalled the USB drivers - there is no result.
11) In safe mode, the mouse also does not respond.
12) Windows 7 Home Edition is now installed on the laptop from the official disk purchased in 2011.
13) The reinstallation was done without formatting the partition.
14) Avast Antivirus does not detect viruses or other malware.
15) Some of the optical mice connected to this laptop stop glowing after a few seconds after being connected. Some glow as usual, but still only appear as Unknow Device.
Question: how to bring the mouse back to life? What else can you try?

If the USB works, but the mouse does not, it's in the software.
IMNO two options:
1. Rearrange Windows completely with formatting (according to paragraph 13, you put it "side by side")
2. Try to find software that prevents the mouse from working. Maybe it's somewhere near the touchpad. When the touchpad is active / inactive, the mouse somehow inserts itself differently.
PS I hope the author has already tried different USB :)
Most likely some iron touchpad conflict with USB and HID branch
You can also try turning off power saving. And in the BIOS, make sure that support for USB mice is enabled (not the fact that it is enabled after resetting to default). There are also all sorts of USB operating modes, such as Legacy and others - you can switch them.
