How to make Windows 10 turn off the monitor until the very end of the shutdown process when it is turned off?

In Windows 10 (even in Windows 8.1 it seems, but it doesn’t matter), for some reason they came up with such a trick: when it is turned off normally (“Start” -> “Shutdown”), it turns off the monitor very quickly, but at the same time for some more time does something for normal shutdown. This can be clearly seen from the power light that continues to burn for some time and the hard drive operation light that continues to blink. Our users, having seen that the monitor has already gone out, urgently reach out and turn off the uninterruptible power supply or there is an extension cord. When this happens, Windows does not shut down correctly. Telling users (which I regularly do) that they should not do this, that they should look at the power and hard disk operation lights, and that only after turning them off can they turn off the uninterruptible power supply or extension cord - it doesn’t help much! May be, Does anyone know how to return the behavior of Windows 7 and previous versions, when the monitor turned off synchronously with turning off the computer, and it was clearly visible that now it can definitely be turned off? Well, why the hell did they come up with such a chip ?, I don’t understand! ..

Turn off fast boot and your computer will shut down noticeably faster and along with the monitor.

But it is very important to turn off uninterruptible power supplies, since electricity is turned off at night in the premises we rent.
So configure the UPS to turn off according to a schedule.
