How to make webpack and apache friends problem with rights?

linux

Debian 9 is installed on the desktop
in the /hom/USERNAME/www
folder with virtual hosts
there is a node I use webpack to build the project I start the project
build files are compiled OK
but Apache cannot open 500 error in the logs swears at the rights I
set the rights to the folder 777 normally executes the script (755 is also not enough rights)
but I restart the build - Apache again swears for rights
sometimes webpack cannot delete / create files to recompile
, I understand that I messed up something with rights, but I don’t understand what
