How to make up sites where the content part is wide?

Faced such a problem, there is a template in PSD format whose width is 1600 pixels.
And the content part is 1110 pixels. And I can’t really figure out how to make up such sites, before that I made up sites where the content part was 960 or 980 pixels, and here it’s 1110.
And how do you make up the sites, namely what do you do first, the mobile version or the standard 980 or 960, although now it’s already they probably do 1024 and above , or at first everything is like in the layout (according to the width of the layout and then adapt it?)

How much they sent a layout like this and typesetting. Ideally, of course, 960-980 / 1140-1180. But if it arrives at 1110, it's your own fault...
As for desktop first or mobile first, who cares, I do everything as in the layout and then adapt it to 320. farther...
