How to make two VPNs work simultaneously on mikrotik?

Good afternoon.
We have: Mikrotik, two OpenVPN.
The problem is that the second VPN connects through the first one (as double comes out), but it should be parallel.
The first VPN in Routes is set to 0.0.0.0, i.e. all traffic goes through it, except for the exclude_list (viaktelecom - label) (IP VPNs themselves are added to this list).
I just connect the second VPN (which needs to be forced to go directly) at first (in the logs the connection goes through the first VPN)
Then I put the second VPN instead of the first one to redirect all traffic to it (in routes where the comment is "1") (except for the exclude list), but then it does not work at all (that is, the connection itself is there, but there is no traffic).
I must have messed up somewhere, so please help. In Mikrotik not special, so the request is not in a nutshell.
