How to make the ZTE MF 190 USB modem work with 3G (only EDGE works now)?

My sister bought a modem locked under Beeline. Soon he didn't need it and she gave it to me. I wanted to use it with my Tele2 SIM and so I unlocked it with the help of this article . Everything turned out well and the modem started working right away. The only problem is that the modem sees only the EDGE network and does not see 3G / HSPA, and, accordingly, the speed is no more than 200 kbps. Can this be fixed somehow? Has anyone encountered such a problem?
PS I looked at the characteristics of the modem and it says that it works at both frequencies 900 MHz and 2100 MHz.
UPD1: I forgot to mention, I first bothered to check the coverage in the house using a smartphone. Everything works - speedtest showed 6Mbps.
UPD2:I tried to enter commands to force the use of 3G, but then the modem has no signal at all.
UPD3: I tried to use a SIM card from another operator and ... 3G worked at very decent speeds! That is, the modem does not interact well with the Tele2 SIM card itself. A quick Google search suggests that Tele2 uses the 900 MHz frequency for 3G (we are talking about Kazakhstan), but there should not have been any problems with this (see PS) The problem is not from the operator, since everything works like clockwork on the smartphone. Can anything be done (commands, firmware) to fix this?
UPD4 (last): I found the modem's characteristic, which says that the modem works in UMTS mode only at 2100 MHz, but not 900. This explains everything, the topic can most likely be closed.
Hereit says that Tele2 will develop 3G on 2100 MHz, so maybe in the future I will still use 3G using this modem and a Tele2 sim card :).

TELE2 does not have 3g

Connect to the modem with a terminal (in windows - hyperterminal or putty, in linux - minicom), then issue commands
AT^SYSCFG=2,2,3FFFFFFF,0,1 AT^HSDPA=1
These commands will enable the 3g preference with HDSPA
