in technical support they say that everything should work out of the box ... but something doesn’t work on the server with a minimal installation (
there is an assumption that it’s wrong?
PS. The modem in Windows is detected and connected.

The package is missing, which would determine the modems and initialize them. I don't remember what it's called, but it won't start without it. Most likely, Linux saw some unknown device, found that he had not found anything - and calmed down :)
