How to make the site take up the entire width of the screen always with a container width of 1920 pixels?

Let's say we have a website designed for a 1920 pixel monitor. How to make it so that on different resolutions (mobile, tablet, laptop) it occupies 100% of the screen width. That is, no matter how adaptive it is in this case, the site is simply resized and adjusted to the screen width, and all elements are compressed. It seems that such a picture can be observed on old sites, but I don’t know how to implement it, because I made it using bootstrap 4, removed the viewport meta tag, set a fixed width of 1920 pixels for container. But here a scroll appears on different devices, and I need the site to occupy 100% of the width of the device, by reducing the elements. I think you understand what I want. I really need help on this matter. Thank you! Tried another thing - does not help.

set fixed viewport to 1920, container also min-width: 1920px.
classes use col-xs-*
