How to make the repository completely independent of the external folder with Apache Tomcat?

Hello. The problem happened, please help. I made a project and pushed commits to github, then I decided to test how everything would happen from the side of people who clone the repository for themselves, and it didn’t start because I created the project in IntelliJ IDEA and pointed to an external folder with Apache Tomcat. So, is it possible to do something so that the person who clones the repository for himself can immediately launch this project at home?

Do not make such an addiction. Usually, users of applications intended to be deployed in a web container are ready for the fact that the collector configuration will only collect the artifact, and they will have to deal with deployment on their own. If the task is to make software that will run immediately without deployment, then you can use the built-in Tomcat or better even Jetty.
