How to make the parser work offline?

Good evening. Wrote a parser that parses a page every 5 minutes.
At the moment I'm using localhost and <META HTTP-EQUIV=Refresh CONTENT=300>
As you can see, it's not very convenient.
Please tell me how to implement such a function in order to upload the parser to the hosting 1 time and it scanned the page every 5 minutes without stopping. Thanks
